Clarification of Pavement Design Submission, Review, and Approval Process

The Department of Development Services, Land Development Division and the Department of Transportation have verified the following standardized steps for pavement design submissions, to improve efficiency and provide clear direction for land developers, designers and engineers.
Submission and Payment Process
- Access the Pavement Design Submission Checklist online: Access the checklist here.
- Initial Submission: Submit the pavement design to ePortal under the site plan case or provide hardcopies at the Land Development Counter.
- Fee Invoicing: A fee will then be processed and an email notification to pay the balance will be sent via ePortal.
- Payment Notification: Once paid, customers must send an email to [email protected] indicating the fee has been paid.
- Internal Routing: The pavement design will then be forwarded to the Department of Transportation (DOT) for review.
Review and Approval Process
- DOT Review: The DOT will confirm all payments. If additional fees are required, the customer will be notified via email.
- Additional Fee Verification: If applicable, once additional fees are paid, the customer must send an email notification to [email protected] and [email protected], indicating the additional fee has been paid.
- VDOT Coordination: If required, the DOT will coordinate directly with the Virginia Department of Transportation (VDOT). Comments or an Approval Letter will be sent via email from the DOT.
- Handling Comments: If revisions are requested, updated pavement designs should be emailed directly to the DOT and/or VDOT.
- IMPORTANT: Do NOT re-upload revised pavement designs into ePortal.
- Final Approval: Once approved, the DOT Reviewer will email the Approval Letter and distribute it to County inspectors and VDOT, as needed.
