Following an extensive search, County Executive Chris Shorter has appointed Joshua Lee as Director of the Prince William Area Agency on Aging. Lee, who has served as acting director since January 2024, will officially assume the permanent role effective Monday, Oct. 26.

As director, Lee will provide executive leadership for the Area Agency on Aging and oversee a comprehensive system of programs and services that support older adults, their families and caregivers throughout Prince William County and the cities of Manassas and Manassas Park. He will lead the agency’s strategic planning, operations, fiscal management, policy development and community engagement efforts while working with county leadership and community partners to address the evolving needs of the area’s older population. He will also serve as a key advocate for aging services and represent the county on aging-related policy, funding and community issues.

In this role, Lee leads a team of 45 employees and oversees more than 30 Older Americans Act and Medicaid-funded programs and services, including Meals on Wheels and congregate nutrition, transportation services, caregiver support and respite, health promotion and benefits counseling. He also manages an annual budget of more than $11 million from federal, state, local and grant funding sources.

Lee brings more than 17 years of local government and human services experience, including leadership in aging services, public administration, fiscal management and organizational development.

Lee has served with the Prince William Area Agency on Aging since 2018, first as fiscal and administration division manager, then as deputy director, before becoming acting director. As acting director, Lee has led the agency through organizational change while maintaining service delivery and has helped advance new approaches to serving older adults, including the Senior Center Without Walls model and expanded dementia-friendly community partnerships. He also represents the agency before the Board of County Supervisors, Commission on Aging, Disability Services Board, regional councils, state agencies and community organizations.

Prior to joining the Area Agency on Aging, Lee spent nearly six years with the Prince William County Department of Social Services, serving in progressively responsible roles in public benefits administration, workforce development, and organizational training. During his tenure, he helped administer Medicaid and other public assistance programs, provided guidance on complex policy and regulatory matters, and developed employee training initiatives to strengthen service delivery and operational effectiveness.

“Josh has demonstrated a strong commitment to the people we serve and a clear understanding of the important role the Area Agency on Aging plays in our community,” said County Executive Chris Shorter. “His experience leading the agency, combined with his knowledge of our community and the changing needs of older adults and their families, makes him exceptionally well prepared for this role. I’m confident Josh will continue building on the agency’s strong foundation while looking for new and innovative ways to help our residents remain healthy, independent and connected.”

“It has been a privilege to serve the Prince William Area Agency on Aging and work alongside a team that is deeply committed to supporting older adults in our community,” said Lee. “I’m honored to have the opportunity to lead the agency and continue strengthening the programs, partnerships and services our residents rely on. As our older population continues to grow, I look forward to working with our employees and community partners to anticipate changing needs, expand access to support and help residents remain active and engaged in their communities.”

Lee holds a Master of Public Administration degree from George Mason University, a bachelor's degree in telecommunications from The Pennsylvania State University and became a Certified Public Manager through The George Washington University.
