Prince William County Zoning Process for Home-Based Businesses Encourages Entrepreneurial Community

To support the local entrepreneurial community, the Prince William County Land Development Division’s Zoning Counters has released a comprehensive guide to help residents navigate the zoning approval process for Home Employment Certification.
Any business operated from a single-family detached dwelling that welcomes customers on-site must obtain a Home Employment Certificate. The Home Employment Certificate is designed for businesses that are more active than standard home occupations, allowing for a limited number of customers or employees to visit the residence.
Qualifying for Home Employment
To qualify, the business must be the resident’s primary home and be located within a single-family detached dwelling on a lot larger than 5,000 square feet. The program covers 21 specific professional uses, including:
- Professional Services: Administrative, legal, accounting, and architectural offices.
- Personal Care: Beauty salons, nail sculptures, and pet grooming.
- Creative & Technical: Arts and crafts, jewelry repair, photography, and small electronics repair.
- Instructional: Tutoring for up to five children or two adults.
Specialized businesses—such as baking/catering, adult day care, and massage therapy—require additional approvals from state or local health and social service departments before zoning can be finalized.
Key Regulations
- Space Limitations: Business activity is generally limited to 10% of the area on which it is located.
- Operations: All business must be conducted indoors; no outdoor storage is permitted.
- Signage: Residents are permitted one unlighted sign (maximum one square foot) on the house façade or mailbox.
- Restrictions: On-site manufacturing, retail sales, and commercial cooking are not permitted under this certificate and may require a Special Use Permit.
How to Apply
Residents can apply for zoning approval through two convenient methods:
- Online: Via ePortal. Select "Plans" and then "Zoning Approval – Home Employment Certificate."
- In-Person: At the Development Services Building, 5 County Complex Court, Prince William, VA. The Zoning Counter is open Monday–Friday, 8:00 am to 4:00 pm (service tickets are issued until 2:00 pm).
Applicants must provide a completed application form, a house location survey plat, a detailed floor plan highlighting the business area, proof of residency (matching the business address), and the applicable processing fee.
