Mobile Home Replacement in Lawful Nonconforming Mobile Home Parks (Setbacks, Development Standards, and Procedures for Zoning Approval)
ZONING APPROVAL IS REQUIRED FOR ALL MOBILE HOME REPLACEMENTS IN LAWFUL NONCONFORMING MOBILE HOME PARKS
Zoning approval is required for mobile home replacements in lawful nonconforming mobile home parks. This guide provides a step-by-step process to acquire zoning approval.

- STEP 1: Apply for Zoning Approval
To apply for zoning approval, you may apply in-person or online via ePortal.
To apply online, please visit ePortal. When you are logged into ePortal, go to "Apply", select "Plans", and select “Zoning Approval – Certificate of Zoning Approval”. Please follow the instructions on screen.
To apply in-person, please bring all necessary documents and check in at the Early Assistance Desk, Development Services Building, 5 County Complex Court, Prince William, VA 22192, to obtain a service ticket for Zoning Counter services. The Zoning Counter is open from 8:00 am to 4:00 pm, Monday through Friday. Tickets for zoning counter services stop at 2:00 pm to ensure all customers are served by close of business.
Please note:
- The replacement of mobile home structures shall be in accordance with the specifications as outlined in the Commitment Letter to Obtain Zoning Approval for Replacement of Mobile Home Units in a Verified Nonconforming Mobile Home Park.
- The maximum number of structures allowed is one (1) and must be located on a designated mobile home pad site. A single wide unit can only be replaced with a single wide unit. A double wide unit can be replaced with a single or double wide unit.
- The mobile home must maintain a minimum setback of ten (10) feet from the adjoining mobile home units, any internal access road, public street, and mobile home park property lines. The maximum height is determined by the manufacturer’s specification.
- A mobile home replacement request must first be reviewed by the mobile home park's owner or property management company. If approved, the Commitment Letter to Obtain Zoning Approval for Replacement of Mobile Home Units in a Verified Nonconforming Mobile Home Park application packet must be completed and notarized by the owner or property management company. This must be submitted to zoning at the time of request for review.
- A copy of the drawings or plans with dimensions approved by the mobile home park's owner or property management company should be included with the zoning request documents.
- After zoning approval is issued, applications for mobile home replacement permits must be submitted to the Building Plan Review Division for review. - STEP 2: Zoning Approval Requirements (What to bring)
- Provide a completed Zoning Application Form.
- Provide the completed and notarized Commitment Letter to Obtain Zoning Approval for Replacement of Mobile Home Units in a Verified Nonconforming Mobile Home Park application by the mobile home park's owner or property management company.
- Provide the plans reviewed by the mobile home park’s owner or property management company that show the dimensions of the replacement unit.
- Review the Zoning Fee Schedule for the applicable processing fee and pay by credit card.

- STEP 3: Other Requirements that may apply
- Mobile home parks are subject to non-conforming use parameters. The non-conforming use must be recertified every two years. The status of the mobile home park's non-conforming use will be verified at the time of accessory structure request. - If a project is within any easements, including utility easements, written approval from the easement holder may be required.
- If other home improvement projects have been completed on the property without prior zoning approval, review of those improvements may be required before issuance of new zoning approvals.
- If the property is identified as having an RPA (Resource Protection Area), 100 Year Floodplain or a FEMA floodway area, storm drain/storm sewer easement, conservation or buffer area, the project exceeds 2,500 sq. ft, or any other Public Works impacts, a review by Environmental Management will be needed before zoning approval.
- If the property is served by well and septic, approval from the Virginia Department of Health (VDH) may be required.

Related Definitions:
Mobile home shall mean a dwelling unit of vehicular, portable design built on a permanent chassis and designed to be moved from one site to another and to be used without a permanent foundation. Mobile homes shall be subject to all regulations in this chapter for buildings but shall only be permitted where authorized by specific use of the term "mobile home". For the purpose of this chapter, a mobile home shall be deemed to be a mobile home regardless of the manner in which it is used, the manner in which it is affixed to realty or otherwise improved.
Mobile home lot shall mean a lot within a mobile home park, designed for the accommodation of one mobile home.
Mobile home park shall mean any site, lot, field or tract of land, upon which is located or intended to be located two or more occupied mobile homes, and which may include other vehicles or enclosures for use as a part of the equipment for such park.
